Program Manager

DevTech is seeking a highly skilled and progressive Program Manager capable of supporting long-term USAID Monitoring and Evaluation and Education Mission Support Contracts. The Program Manager is an integral member of the firm’s operational support team for projects, business development, and corporate support. The Program Manager will support existing projects and develop new activities in DevTech core practice areas of education and gender, democracy and governance, performance monitoring and evaluation, and economics and public financial management. The successful candidate will also contribute to corporate growth through support for its knowledge management strategy. The Program Manager reports to the Director of Monitoring and Evaluation and ensures that the overall operation of her/his assigned portfolio meet DevTech’s standards of excellence for contract performance and client satisfaction.

Primary Duties and Responsibilities:

  • Serve as the backstop for complex long- and short-term contracts.
  • Provide all levels of management support to existing projects.
  • Contribute to proposal development including recruitment and writing.
  • Serve as a consultant in his/her area of expertise on DevTech projects as assigned.
  • Lead efforts (in coordination with DevTech senior staff) to identify new projects.
  • Provide quality control for project deliverables including reports, documents, publications, etc.
  • Regularly update manuals and forms (e.g., Field Operations, Check-lists, etc.) as policies and requirements change.
  • Regularly keep up-to-date on developments with DevTech’s main clients.

Secondary Responsibilities:

  • Represent DevTech, as needed, at seminars, conferences, meetings, professional events to strengthen networks and contribute to the business development strategy of DevTech.
  • Prepare content for the website and other media.


  • Education:       M.A/M.S. in related social science field preferred;
  • Experience:     Minimum of 3 years experience in international development program management. The position could be also reconfigured for a more senior candidate.
  • Knowledge:    Knowledge of the Federal Acquisition Regulations, Federal Travel Regulations, AIDAR procedures and regulations; technical expertise area; familiarity with proposal development for donors, especially USAID.
  • Skills:              Excellent writing skills. Strong organizational and personal communication skills. Second language preferred.
