Capacity Building Specialist

(DevTech) is an international consulting firm dedicated to development, with 35 years of experience providing advisory services and technical assistance to government, private sector, and civil society stakeholders in more than 100 countries. DevTech core practice areas include: Economic and Data analysis, Monitoring and Evaluation, Education and Youth Development, Gender and Inclusive Development, and Public Financial Management.

In October 2016, USAID/Nigeria awarded DevTech Systems Inc. the Support for Strategic Information and Program Management Services (S4SIPMS) Project in support of the HIV/AIDS, TB Program in Nigeria.  The Project also supports the President's Emergency Plan for AIDS Relief (PEPFAR) efforts to make strategic investments in quality programming that yield greater impact on saving lives and improving the health status of people living with HIV. This award is a response to requirements set out by the Office of the Global AIDS Coordinator (OGAC). For USAID/Nigeria’s Office of HIV/AIDS and Tuberculosis (TB) to accomplish its charge in the fight against HIV/AIDS, the Mission team was tasked with supporting the strengthening of the Nigerian national health system through the use of Site Improvement through Monitoring Systems (SIMS). SIMS continuously monitors and assesses sites receiving PEPFAR funding to ensure effective quality program implementation, and the adherence to national and international standards and accountability.  This impact would come through achieving the objectives below:

1. Planning and Conducting SIMS Assessments

  • Support for all data collection, analysis, reporting and quality improvement (QI) needs through the use of the SIMS tools.
  • Support the management and application of SIMS assessments per OGAC requirements.
  • Promote a quality management/quality improvement (QM/QI) approach to service delivery and processes.

2. Capacity Building for Data Use

  • Increase the capacity of implementing partners (IPs) and strengthen the Mission’s capacity to utilize SIMS data for continuous quality improvement and program monitoring.

3. Synthesize Evaluation Lessons and Analyze to determine Policy Implications

  • Increase proper documentation, recording, data demand and use.
  • Foster country ownership and sustainability for program improvement and services delivery through data use.

Overview:

DevTech is seeking a Capacity Building Specialist in the Abuja country office for S4SIPMS. The job holder will provide capacity building services, which will include technical and training roles, attending to staff and partners capacity building needs and other duties for DevTech as assigned by their supervisor, S4SIMPS Project, and will report to the Technical Director/DCOP. This will be a full-time position with benefits, based in Abuja, Nigeria; there are no allowances provided for this position. 

Specific Duties & Responsibilities:

  • Assess capacity building needs of S4SIPMS staff.
  • Plan and conduct training workshops for S4SIPMS staff as needed.
  • Utilize experience in adult learning and practices to develop training materials for a variety of audiences in diverse resource settings as needed.
  • Train and otherwise build the capacity of local implementing partners, and US and local government officials to utilize SIMS data as indicated.
  • Provide information regarding SIMS data and use to NACA, SACA, and LACA as directed.
  • Conduct routine monitoring visits to regional offices to review data verification, validation, and data quality assessments (DQAs).
  • Provide technical back up to the COP, DCOP, and DMS as needed.
  • Extract key findings from research, assessments, M&E activities/reports and bring to the attention of the management staff for action.
  • Refer staff to new innovations and updates on SIMS, international/national guidelines on HIV/AIDs, and other relevant documents that will improve the capacity of S4SIPMS staff in conducting SIMS assessments.
  • Ensure office procedures are kept up-to-date and communicated to staff.
  • Carry out knowledge management activities.
  • Contribute to articles, success stories, fact sheets, etc. that highlight S4SIPMS accomplishments.
  • Participate in the development of strategy documents, work plans, quarterly reports, and other reports.
  • Perform other duties as assigned.

Qualifications & Experience Requirements:

  • Master’s degree in Health, Social Science, Developmental studies or related field.
  • A minimum of eight (8) years’ experience in a similar position with at least one (1) year in M&E or Knowledge Management.
  • Experience conducting DQAs.
  • Good numeracy, written, verbal, and communication skills.
  • Good interpersonal skills.
  • Understanding of and experience with adult learning techniques.
  • Strong presentation skills.
  • Proven experience in developing training modules and/or manuals.
  • Advanced proficiency with MS Office, in particular Word, Excel, and PowerPoint.
  • Excellent verbal and written English skills.
  • Must possess valid work authorization for Nigeria.
  • Excellent time management skills and ability to prioritize essential duties.
  • Attention to detail and problem-solving skills.
  • Publication of at least one article in a notable journal will be an added advantage.
