Senior Statistician

(DevTech) is an international consulting firm dedicated to development, with 35 years of experience providing advisory services and technical assistance to government, private sector, and civil society stakeholders in more than 100 countries. DevTech core practice areas include: Economic and Data Analysis, Monitoring and Evaluation, Education and Youth Development, Gender and Inclusive Development, and Public Financial Management. The Senior Statistician will work on the new USAID Analytics, Data, Visualization, and Information Services (ADVISE) project. ADVISE’s main purpose is to improve the usage of USAID data and information, so that the Agency continues to ensure its development outcomes are supported by evidence.

Overview:

The Senior Statistician (“Statistician”) will be the primary expert in applying proven statistical disclosure limitation methods to reduce digital information and data risk. This includes applying techniques to reduce disclosure risks as outlined in the National Institute of Standards and Technology publication 8053, De-Identification of Personal Information and similar professional publications. In consultation with the Legal Expert, the Statistician will lead the design and implementation of the Risk Assessment, Mitigation Plan, and Utility Profile (RAMPUP) as outlined in this award.

Primary Duties and Responsibilities:

  • Risk Assessments (RA): assess the risks of sharing a specific dataset with a variety of non-USAID audiences, including the general public.
  • Mitigation Plans (MP): provide a menu of measures that USAID or its partners can implement in order to reduce the risk of sharing the dataset more broadly.
  • Utility Profiles (UP): present the potential benefits of sharing the dataset with non-USAID audiences; may be informed by inputs received directly from the entity that collected the data.
  • RAMPUP Reports: summarizes the results of the RA, MP, and UP; intuitive, user-friendly report.
  • Risk mitigation services upon request: implement one or more of the risk mitigation plans previously identified, upon selection by a USAID staff member.

Qualifications

Education:  graduate degree, preferably in mathematics, the sciences, or other quantitative field.

Experience:  at least five years of work experience performing data-driven analyses, with proven expertise in employing risk mitigation and privacy protection techniques.

Knowledge:  The Statistician must have an understanding of and familiarity with regulations, policies, norms, and values surrounding access, privacy, retention, repurposing, and manipulation of digital information. The individual must have expertise handling data on vulnerable individuals within developing contexts according to best practices and high ethical standards.

Skills: The individual must be able to identify and mitigate disclosure risks in several critical categories, including but not necessarily limited to:

  • Personally Identifiable Information (PII)
  • Private information about individuals;
  • Sensitive financial information;
  • Information about vulnerable groups, sub-groups, resources, and/or facilities; and
  • Sensitive locational information (e.g., high-resolution geo-spatial data).

The statistician must have deep expertise in using statistical software such as SPSS, SAS, STATA, R, and related programs. The Statistician must have experience working with Institutional Review Boards (IRBs) and be able to understand and eventually implement solutions using block-chain technologies.
