Finance and Operations Manager

DevTech is seeking a local Finance and Operations Manager to support the Team Lead in the management of country office finance and operations activities for the Education Data Activity in Zambia. This position includes both finance and logistical responsibilities; the Operations and Finance Manager will be responsible for day-to-day logistics of the field office as well as monitoring country office expenditures and ensuring compliance with USAID and DevTech procedures. This will be a full-time position with benefits based in Lusaka, Zambia. Zambian applicants will be given preference.



  • Implement administrative processes, applying the rules, regulations and procedures of DevTech and USAID.
  • Provide oversight and supervision to regional logistics and administrative staff to ensure smooth functioning of the office, including office running and maintenance.
  • Manage the procurement process and ensure necessary documentation of procurement processes for goods and services.
  • Ensure that assets and inventories are reconciled and updated in all field offices.
  • Prepare necessary documentation, reviewing and performing calculations in compliance with DevTech and USAID policies.
  • Ensure timely approval and payment procedures.
  • Oversee the petty cash disbursement and ensure proper reconciliation and replenishment.
  • Support travel arrangements, including collecting and processing travel advances and expenses.
  • Support Team Lead in budget, accounting and finance activities, including the preparation of the monthly expenditure report and quarterly accruals reporting
  • Support Human Resources duties, such as trainings to field office staff on travel expense reporting
  • Coordinate with Team Lead, Home Office Project Manager, and Home Office Controller


  • Oversee the logistics of the project office, including management and control of logistics for M&E related work.
  • Assist with scheduling needs, logistics, and branding requirements for meetings, trainings and other events.
  • Manage logistics for vendor source selection, subcontracts and purchase orders, and timely delivery in accordance with DevTech and USAID policies and procedures.
  • Solicit input from the field-based monitoring coordinator and technical teams, assist with logistical arrangements and transportation needs related to monitoring and evaluation activities.
  • Support the development and implementation of security policies, systems and processes.
  • Oversee security firm and provide security updates and discussions with team as needed.
  • Oversee car driver(s) and coordinate travel with regional teams.


  • At least a four (4) year degree in Finance/Accounting, Business Administration, Management or related field. Master’s degree preferred.
  • 5 years of experience working on multi-million dollar USG/USAID contracts, including experience in supporting finance, logistics, procurement, operations, administration, and human resource tasks.
  • S/he will have demonstrated progressive experience working in the field of finance, compliance, and/or office operations with knowledge of USAID requirements
  • Fluency in spoken and written English.
