Senior EGRA Specialist

DevTech manages the Education Data Activity. The Education Data Activity provides assessment, data management, and research and evaluation services to monitor and track the progress of USAID’s Let’s Read Zambia bilateral activity by successfully completing two EGRA for children in Grade 2. DevTech manages these activities in collaboration with USAID/Zambia, the Ministry of General Education (MOGE), the Examination Council of Zambia (ECZ), and other key stakeholders.

Overview:

The Early Grade Reading Specialist reports to the Team Lead, and provides overall technical oversight and guidance to all EGRA activities for the Education Data Activity, including a Language Mapping Report.

Specific Duties & Responsibilities:

  • Provide guidance to program staff on essential components of the Education Data Activity Language Mapping Report, a large scale assessment to develop highly effective activities in program areas.
  • Provide leadership, management, and technical assistance for the design, delivery, and management of the EGRA, including assistance with training EGRA assessors and quality control.
  • Support the team lead and team members in conducting the EGRA and SSME, including assisting with logistics, communicating with assessors, and monitoring data quality.
  • Assist in the dissemination of EGRA results to key stakeholders.
  • Support research studies on an as-requested basis by USAID and MOGE.

Qualifications & Experience Requirements:

  • Ph.D., M.Ed, or comparable degree in education.
  • A minimum of 8 years’ experience developing early-grade reading programs and materials.
  • Experience in leading EGRA tool adaptation workshops.
  • Extensive experience training teachers and others in the development of EGRA methodologies.
  • Experience working with the Ministry of Education and/or Examination Council of Zambia, strongly preferred.
